Initially the college came into existence as a result of an extreme necessity to solve a military problem plaguing the 5 Fighter Wing (the premier jet fighter unit of the Philippine Air Force) located in the terminal town of Floridablanca, Pampanga. The nearest town the community offering the secondary and tertiary level of education at that time is located in the town of Guagua, Pampanga which involved travel of seventeen (17) kilometers of rough roads from the Air Base. Travel is dangerous then beacause Basa Air Base in the midst of Huklandia (NPA). The 5th Fighter Wing is the only unit of the Philippine Air Force (PAF) handling jet fighter aircraft, and its highly skilled personnel cannot be transferred to the other Bases of (PAF) where the government can use them without wasting heavy investment in their training abroad. Request for the transfer and application for discharge among the military personnel were frequent because they and their children were desirous of pursuing higher education, had to go to elsewhere because there was no secondary available education with the vicinity. After repeated request to the DECS, the invitations to private sectors to establish a tertiary level education failed. The community pooled their resource to comply substantially with the initial requirements of the bureau of Public Schools and established a community schools. The base authorities repaired a dilapidated building to temporary classrooms, and extended the use of other facilities including their training aids and apparatus.
On 1977, President Marcos signed Presidential Decree No. 1078 converting Basa Air Base Community College to Philippine Air Force College of Aeronautics with its main campus in Villamor Air Base, Pasay City, Metro Manila. Although with state college status, its charter did not provide for government subsidy as it was considered as a non-profit and non-stock educational institution. Aside from Villamor Air Base and Basa Air Base, additional campuses was also created in Sangley Air Base, Fernando Air Base, and Mactan Air Base. During this period, it was envisioned by Philippine Air Force authorities to be the Philippine Air Force Academy to solve its problem in the procurement and training of its officer pilots through the merging of the Philippine Air Force Flying School and the Philippine Air Force Regular Officer Procurement Program. President Corazon C. Aquino approved the Republic Act No. 7605 converting Philippine Air Force College of Aeronautics to Philippine State College of Aeronautics. In 1994, its Board of Trustees approved the creation of its own flight school that will train students for private pilot and commercial pilot.
In 1997, it acquired its first trainer plane --- a Tampico STB9-C aircraft (RP 2200) which was donated by Senator Raul Roco from his country-wide development fund and another Tampico STB9-C aircraft (RP 2204) was purchased for P10 million from PhilSCA Development Fund on June 3, 1992.
The original location of PhilSCA was located in Manlunas St. in Villamor Air Base, Pasay City (currently Newport City) but due to the Bases Conversion Development Authority (BCDA), the portion of Villamor Air Base bought to the Megaworld Corporation.
Message of the College President Prof. Marwin M. Dela Cruz, Ph. D.
After spending several years in the academe both as a faculty and administrator. I have come to believe that the greatest challenge leaders can take is to clear-cut vision where they want their institutions to go. No amount of other leadership skills can compensate the lack of consuming, burning passion and dream of Administrators where they want to lead their organizations.
Guided by the principle of Stephen Covey in the 7 Habits of Highly Effective people, taking the lead at PhilSCA should “Begin with an end in mind.” Philosophizing leadership, I take upon me the mind-boggling questions where do we want to go from here and why. Certainly, we cannot expect different results by doing the same things. We cannot go somewhere else when we keep on going on the same direction. We need to do something different if we want to make a difference. Since we want PhilSCA to be the best it can be, we need to recalibrate for a new flight plan, one which is anchored on human, physical and technological resources that can only be translated into total student welfare and development. We want PhilSCA to be not just a school of aeronautics; we want PhilSCA to be the best school of aeronautics in the land. We want it to be students’ first choice because of our excellent instruction and training. When they think of school of aeronautics, it should be PhilSCA.
All these and more are the things we want PhilSCA to be; all these and more are the goals we want our institution to achieve. These goals are far from easy, but not impossible to accomplish if we will work together. Problems may come along the way-problems will always be present be it between flight deck and cabin crew members, between colleagues in an Institution, even between family members-but let us view them as learning opportunities and chance to grow. A Japanese saying is worth mentioning here: “No one is better than all of us.” We can only be better, or best as we aim, if we will work together.
Let us work together to increase our mutual knowledge and awareness of the pressing issues ; let us at all times provide appropriate behavioral options, and always find opportunities for practice and growth. With these, I would like to thank everyone, and leave the challenge: let us continue working hard and well for the glory of PhilSCA!

The 6th President of PhilSCA

The Philippine State College of Aeronautics Board of Trustee, elected Dr. Marwin M. Dela Cruz as the new College President. Just after the election, Commission on Higher Education Chairman Dr Patricia Licuanan facilitated the oath taking ceremony. Dr. Marwin M. Dela Cruz will serve as PhilSCA president from 2017 to 2021.

FOR UNDERGRADUATE PROGRAMS
• For Admission examination, the applicant must submit/comply the following requirements
• Certified Photocopy of High School Card of Last Grading Period (for Freshmen)
• Certified Photocopy of Transcript of Records (for transferees)
• Certified Photocopy of Certificate of Good Moral Character
• 1 piece 1x1 Latest Colored Picture
• P300.00 Admission Test Fee
A General Weighted Average of 85% is required for BSAeE (Bachelor of Science in Aeronautical Engineering) and BSAT (Bachelor of Science in Air Transportation) applicants; and without any grade requirement for all other courses.
For transferees, A Weighted Average of 80% or above in the latest semester they have attended is required.
FOR GRADUATE PROGRAMS
• To be eligible for admission to the master's degree program, the applicant must possess at least a Bachelor's degree. Application must be submitted to the Graduate School togeter with the following documents:
• Accomplished Application Form;
• Certified Photocopy of Official Transcript of Record and Diploma;
• Honorable Dismissal/Transfer Credentials;
• 2 pcs. passport-size photos with name tag;
• Application letter describing one's motivation for pursuing graduate study and his/her view of self-directed learning as a method of instruction, and a description of one's research interest;
• Letter recommendation from former professors, supervisors or employers. This must be sent to the Graduate School by separate mail or handcarried by the applicant or representative in a sealed envelope;
• Interview with the Dean, IGS (schedule will be one (1) day after completing all requirements; and
• A non-refundable application fee of Php 500.00.
Payment Options
• Direct cash payment at PhilSCA Cashier's Office
• Cash Payment via Landbank of the Philippines (Account Name: PhilSCA; Account Number: 3562 2220-13; Code: 1; Charge: Php 50.00) 2 copies of Deposit Slip must be presented at the Cashier's Office for posting of payment.
The institute of graduate School reserves the right to require additional information or documents from an applicant when deemed necessary. All application materials become part of the permanent records of PhilSCA and will not be returned to applicant.
